The pass mark for the points-tested skilled visas (189, 190 and 491) is 65 points. That is the minimum to enter the pool, not the score that gets invited. In recent subclass 189 rounds, invitations have gone overwhelmingly to much higher scorers. Treat 65 as the entry ticket and build well beyond it.
